Can you try to enable ACTIVE mode in advanced settings and make another test?

I'm having the same issue. I can connect when I'm on wifi (running through my external IP) an it will pull a directory listing, transfer files, ect. However, if I'm attempting via 3G (VZW, Droid), it will not pull a directory listing. I've tried both Active and Passive, to no avail.

Not support or an expert but I have seen this more than a few times. Check with you ISP/cell phone providers to see if the port you're using it blocked. If so you can use nmap on your DNS to see what's open (you can actually use nmap to find out if you port is blocked if you're phone shy like me) and use port forwarding in your router to bypass this dilemma.
